Committee organization and procedures
1.1
Membership and attendance
Self-introductions were made, attendance taken, and it was determined
that a quorum was present.
1.2 Approval
of the Agenda
The Committee unanimously accepted the Agenda as presented.
1.3 Approval
of the Minutes
The Committee unanimously accepted the Minutes of the last meeting as
written.
1.4 Correspondence
NOTE-Ms Kris Shirley (joins ECA on 30 May 2000, whose email address
will be either kriss@eia.org or kshirley@eia.org) will be the person
responsible for the ECA web page and Mr. Ray Tekin (rayt@eia.org) is
responsible for the web MS Access-based database. The ECA site is http://www.ec-central.org.

the Committee's scope
No review was needed.
2 Old business
2.1 Status of
the new electronic template for phosphor registration
The new ECA web site will provide a more active site for registration.
ACTION ITEM-Follow
up on placing the template as an active input site on the ECA website.
2.2 Standards
review
2.2.1 TEP-105-11B,
Measurement of the color of CRT screens
The Committee reviewed, discussed, corrected, added, and proposed, seconded
and unanimously approved the document for balloting of the revision.

2.2.2 TEP-105-12,
Test method for tube face reflectance
Work is continuing.
2.2.3 TEP-105-16-A,
Phosphor linearity tests
The Committee reviewed, discussed, corrected, added, and proposed, seconded
and unanimously approved the document for balloting of the revision.

2.2.4 TEP-105-15,
Glass aging
The Committee will prevail on Mr. Tamarro from Corning for assistance.

3 New business
3.1 Glossary
of terms for display technology (see attached list submitted by Bill
Rowe for our committee to consider.
To be discussed jointly in JT-6.
3.2 Flat panel
(FP) use of phosphors
The Committee expressed interest in plasma and field emission displays,
and in the characterization of phosphors used in these devices. Messrs.
Christopher Summers and Brent K. Wagner of GATech said that phosphors
are characterized by pulse width, low current dc measurements, screen
type in terms of efficiency, efficiency is measured in a dc-mode. Factors
as time, power, temperature, etc., on exposure to phosphors are different
for flat panel activation compared to conventional CRTs. Aging and saturation
effects are also seen for FPs. Efficiency vs voltage, CIE coordinates,
persistence at low current densities, phosphor output per particle size,
saturation as a function of voltage. With increase in voltage, less
saturation is seen because of spreading. Phosphor maintenance is also
measured. Mr. Summers felt that there is a need for standardized testing
of FP displays. Particle size is determined by laser scattering. Measurement
of the photoluminescence of the phosphors would be a good starting point
for standardization. Discussion on various aids in making reliable standard
measurements.
4 Selection of
next meetings
Tuesday, 12 Sept. 2000 was preferred by the Committee for the next meeting
in Corning.
5 Adjournment
The Committee moved, seconded, and unanimously agreed to adjourn at
0920 to join discussion on terms and definitions.
6 Action items
· Follow up on placing the template as an active input site on
the ECA website.
· Ballot the revision of TEP-105-16-A.
· Ballot the revision of TEP-105-11B.
· Ask for Mr. Tammaro's assistance in the revision of TEP-105-15.
