1.0 CALL TO ORDER

Chairman Vandenham called the meeting to order at 8:15 AM. Each of the attendees introduced themselves, and the sign-in roster listing ACH Committee members and alternates was circulated. It was determined that a quorum was present.

The Committee was reminded of the Committee membership rule, which states that if a member misses two consecutive meetings, then at the third missed meeting, the member is moved from the membership list to the non-voting CTA list. The member will be re-instated at the next meeting attended. This rule comes from EIA EP-20-A, "Manual of Organization & Procedure," December 2000, Section 4.6.1.1 Meeting Quorum Pool (page 17-18), which states that: -

A meeting quorum pool is defined as those members eligible to vote at a meeting:

a) If a voting member is not represented at two consecutive meetings and the absence continues for the subsequent meetings, the member shall be removed from the Meeting Quorum Poll for the subsequent meetings. Upon attendance at a subsequent meeting the member shall be reinstated in the Meeting Quorum Poll and have full voting privileges at that meeting.

2.0 APPROVAL of AGENDA

The agenda was approved and accepted.

3.0 APPROVAL of MINUTES

On a motion duly made and seconded, the minutes of the previous meeting were unanimously approved.


4.0 UPDATES FROM EIA

Michael Tinkleman demonstrated the newly redesigned ECA web site covering the ACH information available on it.

Edward Mikoski, EIA VP Standards & Technology covered recent EIA Committee activities including the new EIA Technology Council (ETC).

The active ACH projects in the EIA database were reviewed. It was agreed that the listing ACH projects should be segmented into the following categories: - ACH Publications, current SP ballots, IEC documents, and PEPS Task Force. A revised ACH project list is attached.

Paul Friedrich reviewed IEC WG-36 activities. WG-36 is essentially a global ACH Committee (as well as a global equivalent of all the P5 committees). WG-36 is currently working on revisions to IEC60286-3 to be completed in 2002 and is interested in continuing to harmonize their efforts with ACH. Caddy Greenidge and Charles Gutentag are both members of WG-36.

5.0 EIA-481-B / SP-4832-A ANSI BALLOT UPDATE

The balloting period for SP-4832-A closed on 4/2/2001 and a total of 12 Committee members responded. The ballot results were as follows: -

Scott Carter and his 481-B Task Force made a series of recommendations to address the comments received.

The following motions were made to address these comments.

Unfavorable Ballots

Motion #1 Change EIA-481-B leader tape (Figure 11 Page 13) from present published wording to "…400 mm minimum of cover tape, which includes at least 100 mm of carrier tape with empty compartments and sealed by the cover tape." This would harmonize the results with IEC60286-3 and address the unfavorable ballots from Keaco and Murata.
Results of Motion: - For - 19, Opposed - 1 (Reel Service), Abstentions - 1. Motion carried.

Favorable Ballots with Comments (editorial in nature, resolved)
The 481-A Task Force resolved the editorial comments in the favorable ballots, such as removing page 14, which is blank.

Favorable Ballots with Comments (Recommend for consideration for future revision)

Motion #2 To defer Tempo Electronics comments on "Variable Dimensions" (page 11, table 3) for future review.
Results of Motion: - For - 16, Opposed - 0, Abstentions - 2. Motion carried.

Motion #3 To recognize environmental considerations in terms of waste minimization by adding a recommendation to the 481-A Addendum. The recommendation would state: -
"For waste minimization purposes it is recommended that the industry modify its methods and equipment so that the minimum leader dimension can be eventually reduced from 400 mm to 320 mm and that the minimum trailer dimension be reduced from 160 mm to 80 mm."
Results of Motion: - For - 7, Opposed - 5, Abstentions - 9. Motion carried. Recommendation to be added to the Addendum to 481-A.

Motion #4 To take the E2 dimension issue under consideration during the next round of 481 reviews.
Results of Motion: - For - 20, Opposed - 0, Abstentions - 2. Motion carried.

Motion #5 To accept EIA-481-B, as revised by the 481-B Task Force and by the Motions approved at today's ACH meeting, which had been circulated on an SP ballot (SP-4832-A), to be published as an EIA/ANSI 481-B.
Results of Motion: - For - 21, Opposed - 0, Abstentions - 1 (Reel Services). Motion carried unanimously to forward EIA-481-B to EIA publications department for EDEC and ANSI approvals.

The ACH Committee chairman requested that EIA expedite the publishing of 481-B as an EIA/ANSI standard. Action Item.

5.1 EIA-481-B Future Revisions Discussions

Considerable discussion took place on the time frame and what areas to consider for the next round of revisions of EIA-481-B. It was agreed that if one wanted to revise it in the next 18 months to 2 years, then it was necessary to start now to look at the potential revisions to consider, including harmonization with IEC-60286-3. It was agreed that a Task Group should be set up to look at these issues with Scott Carter again leading it. The following companies agreed to participate in the Task Group - Reel Services, Alltemated, Advantex, and Nu-Way.

IEC-TC40/WG36 Update

Paul Friedrich gave a brief update on the 11/20/2000 meeting of IEC-TC40/WG36 in Munich where they are working on the maintenance of the IEC 60286 Series. He also discussed the harmonization efforts between IEC and ACH. The EIA/IS standard that ACH submitted to IEC 2 years ago is now being incorporated in to the IEC 60286 series. There was also some discussion about having a Working Group 36 meeting in conjunction with the Fall ECA Engineering Summit in October in Philadelphia.

6.0 ACH-PEPS Collaboration Task Force; EIA 383, 583 & 519

Joey Campbell, KEMET reported on the ACH- The Packaging of Electronic Products for Shipping (PEPS) Collaboration Task Force-II that he chaired. He indicated that one of his key Task Force members, Cles Troxtell, Texas Instruments has retired, and he requested and the ACH Committee concurred, that ECA should send a Certificate of Appreciation to Cles along with a thank you letter from the ACH chairman. Action Item

EIA-583 - The Task Force indicated that they had contacted JEDEC and IPC about their desire to rescind EIA-583, but had not received any response to date. The PEPS Task Force recommended that EIA-583 be rescinded at the Fall ACH meeting. The ACH Chairman will draft a letter to JEDEC and IPC informing them of the PEPS Task Force decision. Action Item


EIA-519 - The Task Force proposed a revised version of EIA-519 (PN-4937) to be balloted as EIA-519-A.

Motion: - To ballot EIA-519-A, "Molded Expanded Polystyrene (EPS) Packaging Material" on a 60-day SP ballot for ANSI public review.
Results of Motion: - For - 19, Opposed - 0, Abstentions - 0. Motion carried unanimously EIA to circulate EIA-519-A on a 60 day SP ballot for ANSI public review. Action Item

EIA-383-A - The Task Force proposed a revised version of EIA-383-A (PN-4936) to be balloted as EIA-383-B. This EIA/ANSI standard is referenced by all other ACH specifications.

Motion: - To ballot EIA-383-B, "Preparation for the Delivery of Electrical and Electronic Components," on a 60-day SP ballot for ANSI public review.
Results of Motion: - For - 20, Opposed - 0, Abstentions - 0. Motion carried unanimously EIA to circulate EIA-383-B on a 60 day SP ballot for ANSI public review. Action Item

7.0 EIA-783-A (PN-4954) & Bulk Case (PN-4420)

"Bulk Case Packaging Standard for Automated Handling" (PN-4420), which is an EIA adaptation of IEC 60286-3, was voted on and approved at a prior ACH meeting, to be circulated on a 60 day SP ballot for ANSI public review. It will also be published in the interim as an EIA standard, per the chairman's request. Ben Pisoni will provide a copy of PN-4420 for the 60-day SP ballot to Michael Tinkleman. A copy of the latest version of IEC - 60286-3 will be provided by Paul Friedrich and will be sent to all ACH members. Action Items

EIA-783-A (PN-4954), "Guideline Orientation Standard for Multi-Connection Package (Design Rules for Tape and Reel Orientation)" - A number of corrections and the addition of matrix tray rules have already been approved by the committee. After considerable discussion, the following motion was made: -

Motion: - To publish EIA-783-A as an EIA standard incorporating the editorial and matrix tray rules already approved by the committee, and with deletion of the following EIA ACH standards from Section 3 Applicable Documents - ANSI/EIA-481-1-A, - ANSI/EIA-481-2, - ANSI/EIA-481-3, and EIA/IS-704-1.
Results of Motion: - For - 16, Opposed - 0, Abstentions - 2 (Panasonic & Nu-Way). Motion carried unanimously to forward EIA-783-A to EIA publications department for EDEC approval. Action Item

8.0 Automatic Data Capture (ADC)/ACH Liaison Report

Guy Driggers, ISI, report on R-9 Automated Data Capture Committee. Highlights from the meeting minutes of last two R-9 Meetings in San Diego and San Antonio

- Finalized version of PN 4516 - EIA 624 will be sent out for letter ballot some time in May
- Continued discussion of IEC document 62909
- New business of RF tag application for Electronics Industry
- Next meeting date July 10-11 Seattle Washington
- Some additional comments were added by the Chairman regarding AIAG. To be reported on at the next ACH meeting.

9.0 New Business

EIA-296-F, "Lead Taping of Components in Axial Lead Configuration for Automatic Handling," EIA document improvement proposal comments.

Three comments were received from Vestal Electronic Devices.
Two involved errors in converting inches to millimeters and were accepted by the committee. The third involved the cumulative pitch for 10 consecutive components - The Committee agreed to leave it as is in EIA-296-F in order to maintain the harmonization with IEC and EIAJ (JEITA) documents.

IEC Draft for Reusable and Recyclable Plastic - The committee requested a copy be attached to the minutes. Action Item

10.0 2001 Meeting Dates and Venues

- It was agreed that the next ACH meeting would be 10/11-12/2001 (Thursday/Friday) in Philadelphia at the Lowe's Hotel following the 3rd ECA Engineering Summit (10/8-10/2001). The tentative locations for 2002 are Albuquerque and Charlotte. The Fall 2002 meeting may be a good time for a joint meeting with IEC on Thursday with the ACH meeting on the Friday. ECA staff will work with ACH on the meeting arrangements.

11.0 ADJOURNMENT

- The meeting adjourned at 6:36PM by common consent.
